Portable appliance testing is not a legal requirement for landlords. However, it is considered best practice for landlords to carry out the inspection and test to uncover any potential electrical safety defect in electrical installations. 

However, while this electrical testing is not part of the legal requirements for a building, it may be a condition enforced by the local authority. In places like Newcastle, landlords are mandated to carry out PAT testing on their electrical appliances in their rental properties regularly.

PAT testing, though not mandatory, is very important for rental properties as it shows the landlord has a disposition toward caring for his tenants. 

More than half of all home fires in England can be attributed to most faulty appliance. By regularly testing these applications, you reduce the risk to your tenants. Again, if your tenant is harmed in a PAT tested building, you can at least show evidence that you did everything to keep them safe. 

Portable appliance testing does not include the following:

  • Repair or replacement of electrical appliances or components.
  • The cost of re-inspecting failed components is detailed in the pat testing certificate.
  • Any congestion zone, ultra-low emission zone, or parking charges. This will be added to the final cost of the PAT testing.

No, it is the duty of the electrician handling the portable appliance test to label all the equipment that was tested during the PAT. The electrician will label each component as either passed or failed. 

At the end of the PAT test, the electrician will issue a certificate. The certificate is proof that you have taken all the necessary measures to ensure that the property is safe.

There is no standard recommendation for how often the portable appliance test should be done. However, as a landlord in England, it is important to carry out PAT testing once a new tenant moves into your building. 

After this, a large fixed appliance such as refrigerators should be tested once every four years, while smaller appliances should be tested at least once every two years.

Ideally, PAT testing will involve a visit by a professional electrician for visual inspections and testing of your electrical equipment. The electrician will attach a sticker to every appliance indicating whether the appliance is safe or not. After the test, a pat testing certificate is generated. 

There are two fundamental differences between PAT testing and electrical installation condition report. First, EICR is now a legal requirement for landlords in London (this took effect on April 1st, 2021), while PAT testing in London is not. 

Again, a PAT test involves an electrician visiting a rental property and inspecting the safety of its appliances while the EICR Report is concerned about how safe the electrical wiring of the property is.

The convention is that anything that has a plug should be PAT tested. This means that most equipment that uses electricity must be inspected. They include televisions, stereos, microwaves, toasters, lamps, and vacuum cleaners. 

For the sake of testing, big appliances such as refrigerators, dishwashers, and freezers are considered portable devices for the sake of testing, even though they are fixed appliances. 

Again, fixed appliances such as heated towel rails are also classified as portable appliance because they have a plug.

Extension leads are sometimes included in PAT tests. Although extension leads should be avoided when possible, if you provide them to your tenants, it is necessary to include them in the PAT test for safety reasons.
